The province's Tory government says it was compelled to implement the phased approach
due to "severe supply shortages" being experienced by cannabis outlets across the country.
Meanwhile across the river
the Quebec government has raised the legal age
of buying and consuming Cannabis
to 21
based on adolescent brain development
though the legal drinking age there has always been 18
paraphrasing PM Justin Trudeau
it will only serve to strengthen the black market
