Am I a writer?

I am a writer, but I cannot write.

the words conflict, contradict, they confuse
if I cannot understand what my muse is withholding, then how would another?

I am a writer, yet I cannot write.

I am lost to the demands of others; to the fear of causing pain through honest emotion.
How can I know my audience, when I do not even know myself?

I am a writer, who desperately yearns to write;

to rid myself of the emotions and thoughts that I have kept bottled up inside for far too long
waiting for the day that my subconscious defeats my conscience, and the words are allowed to escape.

Am I still a writer, if I have been dormant for long months and years
or only one who wants to be fluent with words once more?

You surely succeed well in catching the writer's "dry spell" and make it very specific to you. Apparently most, if not all, writers go through these times. However, as you so well describe each writer's experience is somewhat different.

There is a story about a French writer whose name slips my frail mind. He was asked by friends to go 'away' with them for a weekend. He told them he had too much writing work to do. When they returned on Monday they saw he was exactly where he was when they left. There was this sentence with a comma at its end. When they pointed that out to him he said, 'Oh yes, but I made really progres. On Saturday I changed the comma to a semicolon and on Sunday I changed it back to a comma. It may be correct now.' Some of us take longer to write than others. The time worry is when you think it is all coming together just right. We should always be worried about the words and what then mean. Communiation is the most difficut task of all for humans and those who don't know it rarely communicate at all. Conrats on POTD.
